Promotions dor after apft flag is lifted?

i was eligible for my e4 on the 27th of march. i failed my apft on march 13. i then passed my apft on may 24. i need to know if i can get my DOR changed to 24may or at least 1june. they are saying my DOR will be 1 july. what reg and para can i cite to make my case? i already looked up AR 600-8 and para 1-11, but that is only for centralized promos. someone please help.
